从2027年起，中学会考不分N水准和O水准，改以全国统一考试框架。毕业证书会列学生在个别科目与所修水平的成绩，类似于高中的H1、H2、H3形式。
今年念小二的学生将是首批受影响的学生，他们于2027年中四那年根据所修水平科目应考。科目水平分为中学水准1 (General 1,简称G1)、G2和G3 ，程度依次相等于目前的普通工艺、普通学术和快捷源流科目。教育部和英国剑桥将共同制定新的毕业证书。
